This is a crucial time for all of us. Here in September 2022, California For Us is going
strong to oppose eight (8) bills listed immediately below. Many legislative counsel and
legislators did not uphold the United States and California Constitutions and law as
promised to the public under oath by having ratified and/or voted yes to pass these bills.
These unconstitutional and illegal bills are now at the governor’s desk to be
signed at any time. Once signed and enacted, they take away lives and many of our
rights, freedom, and safety guaranteed to us from the foundation of our nation.
You may make a difference in the outcome for yourself, your loved ones, close to 40
million Californians, and for our country. Please take a few minutes today using the
below information to act now and to spread the news to others, asking for urgent help to
do the same.

Constitutional and Legal Reasons for the Governor to Veto the Below Eight (8) Unconstitutional Illegal Bills.
AB 2223 authorizes first-degree murder, second-degree murder, voluntary
manslaughter, and involuntary manslaughter of fetuses and perinatal infants (the
perinatal period has not been defined by the legislature for months to this day even after
receiving ample public comments and critiques), imposes public and private parties who
investigate causes of death to pay $25K to each “protected” individual who could be a
homicide suspect or a premediated perpetrator, and expands supply chain for the sale
of body parts of viable fetuses and infants for profit. This bill is in direct conflict with the
state homicide law codified in Penal Code sections 187 and 192 and is in violation of
the constitutional rights to life, liberty and duty to investigate, free speech, privacy, equal
protection, religion, work, and due process. Authorizing and ratifying such death of
the young has no rational and reasonable link to any legitimate state interest.

AB 2098 revokes medical licenses and puts doctors on probation for speaking and
writing about undefined COVID-19 issues in violation of the people’s constitutional rights
to free speech, work, religion, privacy, equal protection, and due process without being

AB 1797 tracks and archives vaccine status of adults and children in violation of the
people’s constitutional rights to privacy, liberty, religion, education, work, due process
without being narrowly tailored to achieve a compelling state interest. It also sets up a
foundation and an easy platform for the state to discriminate and segregate based on
medical conditions in violation of the California Unruh Civil Rights Act.

AB 1940 bypasses parental knowledge, consent, and involvement for the state to
market, implement, provide, and administer “comprehensive health care and other
support services” to school age children in public K-12 schools. The services include,
but not limited to, physical examinations, lab tests, vaccines, and reproductive and
mental health services and products. Abortion services are inclusive as drafted. It
invades the privacy of children, parents, and families and is in violation of the
constitutional rights to parent, liberty, due process, equal protection, the federal National
Childhood Vaccine Injury Act of 1986, and the Public Readiness and Emergency
Preparedness Act (Covid-19 shot injury claims may be filed under this act). The bill
aims to implement an “integrated model of primary medical care, behavioral health
services, and other health services to address the needs of the whole child. School-
based health centers may also include dental or vision care, substance use disorder
services, nutrition counseling, schoolwide health education, and youth engagement and
leadership opportunities.” (Emphasis added.) Also, spending financial and
administrative resources on and operating school-based health centers do not
substantially relate to achieving an important educational objective and is not narrowly
tailored to achieve a compelling state interest.

SB 1018 mandates social media platforms with over 1 million users to report to the
“public” undefined “content violation policy” statistics and imposes $100K fines on each
violator per occurrence in violation of the people’s constitutional rights to free speech,
privacy, liberty, equal protection, and due process without being narrowly tailored to
achieve a compelling state interest.

SB 1479 mandates and tracks ongoing, unlimited, and potentially contaminated and
health risking nasal swab Covid testing on all school staff members and students
without legislated or publicly regulated quality control on swabs (saliva tests were
permitted but later prohibited without legislation or promulgation of regulations) in
violation of the people’s constitutional rights to privacy and liberty without due process.
It has no rational and reasonable link to a legitimate state interest, is not substantially
related to achieving an important objective, and is not narrowly tailored to achieve a
compelling state interest. It sets up an easy platform for the state to discriminate and

SB 1184 authorizes public and private entities to inspect and share students’ mental
health, psychiatric, medical, and school records among themselves without patient or
parental consent in violation of the people’s constitutional rights to privacy, equal
protection, parent, education, and due process without being narrowly tailored to
achieve a compelling state interest. This bill also violates the federal Family
Educational Rights and Privacy Act subjecting schools to lose federal funds and a
myriad of state privacy laws, including, but not limited to, the privacy of public records
statutes under Education Code, the Confidentiality of Medical Information Act, the
Information Practices Act of 1977, and the Student Online Personal Information
Protection Act.

SB 1419 prohibits parental access to information needed to care for their children on
important, time sensitive, and urgent matters such as meeting statutes of limitations for
filing vaccine injury claims in violation of the federal Family Educational Rights and
Privacy Act (subjecting schools to lose federal funds), National Childhood Vaccine Injury
Act of 1986 (adults may also receive compensation under this act), the Public
Readiness and Emergency Preparedness Act (Covid-19 shot injury claims may be filed
under this act), and the people’s constitutional rights to parent, equal protection,
religion, education, and due process. It has no rational and reasonable link to a
legitimate state interest, is not substantially related to achieving an important objective,

Dear California Legislative Counsel (bill drafters), Senators, and Assembly Members:
This letter demands that each and all of you:
- Rescind California Senate Bills 866, 920, 1018, 1184, 1390, 1419, 1464, and 1479 and California Assembly Bills 1608, 1797, 1993, 2098, 2223, and 2539 and immediately stop legislating to pass each and all of them (see analyses attached as Exhibit 2);
- Repeal California Senate Bills 276, 277, and 714 to restore religious exemption, personal belief exemption, and medical exemption based on physician and surgeon’s professional judgment and set up task forces to mitigate damages and revert the taking of Californians’ rights to free speech, religion, privacy, equal protection, due process, parent, employment, education, and physician and patient relationship. - Going forward, making public comments available for public review on legislative websites. This includes publishing, for each bill, 1) the content of public letters and comments submitted electronically through any and all legislative portals, excluding personal information, 2) the numbers of support and opposition submitted electronically through any and all legislative portals, and 3) the numbers of letters and comments which have been read, reviewed, and/or processed by you and/or by your staff members.
Today, as we celebrate the founding of our nation, we are reminded of the freedom that is guaranteed to us by the Declaration of Independence, the United States Constitution, the United States Bill of Rights, and the California Constitution. Through and by your respective offices, we establish justice, insure domestic tranquility, provide for the common defense, promote the general welfare, and secure the blessings of liberty to ourselves and our posterity. Many before us sacrificed much so we can exercise the intrinsic and unalienable rights endowed to us to life, liberty, and the pursuit of happiness. The preservation of these rights truly makes us a great nation.
Sadly, many of us started to experience the unfettered encroachment on these rights ratified by our state government top-down years before and the acceleration of it is evident throughout the pandemic to date. Many of us have resorted to censoring ourselves against free speech and liberty so we can stay desegregated in our social, educational, and work settings. For those of us who did not censor ourselves, we lost our jobs, education, community, health, and even lives.
The erroneous, yet popular, notion of sacrificing a few for the greater good was rejected by the drafters of the bill of rights because they saw the preeminence in securing the rights of individuals. And they were right. This bedrock of security has made our nation the global leader on countless fronts.
As public officers working for Californians, each and all of you (78 legislative counsel, 40 senators, and 80 assembly members) took an oath, solemnly swearing to support and defend our constitutions. Having initiated and voted to pass the above-mentioned unconstitutional bills, you breached your oath and duty. To prevent further erosion of your own freedom and the freedom of Californians, we count on you to stop and rectify the breach immediately. Attached please see a copy of California Constitution Article XX Section 3 on oaths of office, California Government Code Section 1368 on perjury, California Penal Code Section 1170(h) on terms of imprisonment (see Exhibit 1). Exhibit 1 also includes relevant constitutional and legal authority for your review.
For those of you who did not participate in the taking of our freedom, we appreciate you working hard for the welfare of Californians to protect our rights and liberty. Please continue to stand your ground. Have a blessed 4th of July.
